For some reason PCGS gives SLD's leniency on grade.

I don't think they are punch marks, I think they are spots.

I think spots too. PCGS would not miss punch marks. It looks cleaned and retoned, and the spots make it ugly. I've created spotting in a matter of days with coin-to-coin pocket contact. Old silver is the worst, but copper does it too.

Even if they are spots, it still has pretty bad eye appeal.

Looking again, it could be spots, I don't see any depth. It didn't sell, so ask the seller if he will be reposting it and to either say they're spots/holes or to post an angled close-up to see if they have any depth.

I've seen worse sld's in straight graded holders and some with green beans. Definitely market acceptable.

Update: The seller, who seems like a real nice guy, replied that they are indeed punches and provided this close up image

Ok now I see depth... you could have it conserved and fill (plug) the holes. It's been done before. But unless you want to experiment at being a metallurgist, I'd still walk away.

These "started" holes don't bother me that much. I actually own 2 of them in comparable grade and was able to get them for much cheaper because of it. I've probably seen half a dozen others and they tend to be just a single indent about this size located above the head. I liken it to a chop mark and helps give me some belief in authenticity.

You're right they are punches, this should never have straight graded, even with them being lenient or net grading. As spots I could see it grading, but not with deliberate, intentional damage.

This is a "details, damaged" coin in my opinion that should not straight grade.
