It's incused, not raised. It's also not Post Strike Damage etheir. It's a Struck Through Rim Burr error coin. This is the best I can do with side shot angles. Hopefully, these pictures will do justice.

OK, the last picture was what I needed, the lighting and shadows on that does indicate it is incuse. The light patterns on the others made it appear to be raised.

Or at least one image with the light are a lower angle to emphasize the lighting and shadows. The reversal of highlight and shadow makes it easier to tell raised from incuse.
