Looks like a keeper. I'm pretty sure they call that a "RADAR" note. Serial number reads the same forwards and backwards.

Keeper, I am with everyone. Was in las Vegas , last month and scored ( Zero ) on New Keeper Bills. I visited (4 )Branch Banks and they said New Bill's ) 1000 ) in the shrink wrap were none existence this year so far. Also they haven't seen any Full Boxes of 2018- D Cent,All the coins have been mixed in Rolls.
