Its definiately the holder,its scratched all to heck lol. She has a very nice frosty luster. There are a couple of nicks on her cheek but other than that she is Beautiful. The reverse has a nice purple/maroon toning but is definitely weaker struck. Thought about taking her out of the holder and putting her in a air tight round plastic holder what you think?

There were relatively few Peace dollars in the GSA hoard sold in 1972 and later and to the best of my knowledge ALL of them were in GSA soft packs. If a Peace dollar in a GSA Uncirculated hard pack holder ever did turn up it would probably be worth a bundle. Four figures at least. You mentioned Seated dollars. There was exactly 1 Seated dollar in the GSA sales, a G-4 1864 dollar. It sold in a soft pack in the mixed circulated category for $3 and is still in the government holder (Now slabbed by NGC) I believe the last time it sold it went for over $7K. There were other Seated dollars that came out of the vaults back in the 1960's when the government was redeeming silver certificates with silver dollars. Some circulated, but at least three bags of mint state 1859 O and 1860 O dollars came out of the stockpile and were exchanged at face value.

Thanks for the corrected photos.  I lean toward 63, but it's an attractive example whatever the grade.

A dealer in Florida has a 1872 Seated Liberty GSA soft pack (NGC F 15) that turned up. It's listed at $16,500

I have seen listings of the GSA hoard but I don't recall anything listing any Peace dollars.

Great discussion :) I had read in on of the articles that there it is possible that BU Peace dollars could have been put into hard plastic holders, wouldn't it be a magnificent thing to see? The articale said there was never an exact number of other silver dollars, just an estimate of 125,000 with something like 100,000 of those being Peace dollars. Now that I have been reading up on the soft pack Peace dollars I think I may have to get a few of those to add to my other ladies! :)

I've heard rumors for years but have yet to see one in person with a matching box and correct dated GSA card. The soft pack Peace dollars are more available than the Morgans in soft packs and trade a bit more often.
