It's actually from an article from 1869 that says the House of Representatives has passed a law to mint $20 million dollars worth of nickel coinage (the cent, Three Cent peice, and the nickel). That quote was actually from the Treasurer. I found it to be pretty harsh, especially coming from the treasurer.
