The 1917-S is definitely damage. Are you able to weigh the 1946-S? It could be a tapered planchet but we'd need an accurate weight to know for sure.

 To CCF! Try weighing it again. The correct weight is supposed to be 3.1 grams.

A normal Wheat cent should be 3.1g. A Wheat cent with a tapered planchet should be under 3g. 3.3g is the opposite of what I expected. Try weighing other wheat cents to see if the scale is accurate (3.1g is normal).

Ok ,put 3 other wheat cents on scale, all showed 3.1, put 1946 back on , 3.1

Alright, great. Since the weight is normal, it is not a tapered planchet. It is probably a strike through error, possibly grease.

I don't like the person that tried to shear the 17 S. Good luck with the 46. The word TRUST looks weak also.

Yea it's a shame about the 17,looks like it was done long ago but cannot be un-done.when you look at the cuts they don't line up like someone tried to use cutters on it.
