Obverse a little softly struck . Not sure if lower set of bands is fully separated or are those blemishes covering the splits . MS-64 .

Pics really don't show the surfaces well, nor do they suggest any luster. Won't even try to grade this.

Looks MS to me. I don't any see hairlines in either pictures that would in indicate cleaning.

Just to be clear, coin appears to be dipped not "cleaned" hence no hairline scratches.

I know most dont like coins ty hat are cleaned. Is dipping considered cleaning? Does it bring the value of the coin down?

I wont go over much about dipping, but over dipping will certainly strip away luster, the pictures is over exposed, so no way to really tell if there's luster from these images or just bad lighting.

3rd party grader required only center band to be separated to grade as FB, I could be wrong.

The rim between 10 and 11 O'clock have a minor indent possibly got hit at one point in time. The carbon spot as John1 mentioned does hurt the value slightly. This will grade uncirculated detail from these images.

that's correct. however some collectors still want to see all three fully split for the designation regardless of whats on the slab

sometimes when commenting I just use cleaning when any type of alteration has occurred to the surfaces. I should have been more clear as to the type of cleaning.

yes and yes, however a light dip would not affect grade. if it stands out as being overdone and has stripped away all the luster then the value would be affected. how much? thats a topic of discussion and in my opinion could be anywhere from 20-50%
