Could be a cull. This coin would be too worn to include in any part of my collection. Just put it back in circulation. I have done this with old worn coins myself.

Awesome find! You could try using warm water, mild soap and a toothbrush to make it look better. Since it's a cull coin already, it wouldn't matter if it was cleaned or not.
