Very nice coin! Given the challenge of grading through packaging, I'd venture this is a strong MS65.

Imag8r, this is certainly an MS65 coin. As for the FBL designation, check out the link below for what PCGS needs to grant the FBL designation. Good luck.

Looking at the PCGS article, it would seem to indicate they only look at the bottom lines to determine FBL—i think my coin does have FBL but the light glimmers to the right end—will have to relook at the coin

Well first of all It's a 66 or 67+ IMHO . If your going by the bottom lines of the bell , I don't think they are full . But if you go by the upper lines I say there's a 99.9% chance they're FBL . Gorgeous coin .

Looking at the strength, reflectivity and packaging of the coin it looks a lot like a proof to me, not a business strike.
Edit: you can especially tell in the last two pictures by looking at the eagle and EPU.

Imag8r that is a proof set, not a mint set. You can see all of those coins are proofs, and that seal only comes in proof sets, not mint sets. Unfortunately this mean the half dollar is just an average proof coin.
Edit: Proof coins were struck in Philadelphia in the 50s. They did not move to San Francisco until years later.
