The obverse is AU 50, the 3.5 diamonds and full feather details really pull me to AU50. Now the reverse is tough, you have something that looks like environmental damage between 2 and 4 o clock. The reverse just looks like a VF 25/30. Too much wear on the wreath and the arrows. So what is the grade? I'll go net XF 40 and if there is corrosion on the reverse XF40 details ED.

First,  My first reaction was high VF. @keith12, Could it be glue on the reverse? Perhaps glued into a coin board or folder?

Wow... we aren't much help on this coin CCF. VF-AU? No way this coin comes close to AU. Only on great day would this coin make EF IMO. I'll put it at VF-35 cleaned.

 I'm at VF30 on this one, a good soak in pure acetone may improve the coin by removing the gunk on the reverse without changing the color. If it's indeed a lacquer then acetone will eat it away safely.

Pics really aren't the best. I said close to EF-40 based principally on the ribbon with 3+ diamonds.

I will give a shot at EF-40 also, some people like to used some kind of oil or lacquer to preserve the coin, perhaps a acidtone bath will remove it.
