Looks a bit foggy and very slightly out of focus under the plastic. That may be due to a double image: one directly from the coin and the other from a refracted image through the plastic. The fogginess has caused the luster to be less obvious than it otherwise should be.
I cannot make up my mind if there are dust particles electrostatically attracted to the plastic, or are tiny nicks on the coin.

NGC had none of the examination problems that we have.

MS-63.

Nice one! I'm at obverse MS-63+, reverse MS-65, blended technical MS-64, net with eye appeal adjustment MS-64+. The obverse looks PL, but I can't get a good feel for the reverse. One of the truly beautiful coin series.

I'm in between 64 and 65, but I'll side with MS-65. Uncertain on PL but I think it just misses the designation.

There seem to be a lot of marks on the obverse especially--MS(64), maybe even MS(63)

with panzaldi very tough to call it MS65 just a few too many ticks on the obverse I believe, but a solid if not better MS64+++
