I dont see a Denver mint mark, so I say no. And now it has finger prints on it

if it's been silver plated I don't see how it could confirm it. Also I don't think with the tolerance and wear the weight could be conclusive either.

the edge itself doesn't look like a 40% silver clad should. I feel like it might have been plated some time ago and used in some sort of jewelry maybe.

If you have 100% genuine coin, compare the "ping" of that coin to the "ping" of this one. It is IMPOSSIBLE to fake the resonance frequency of a coin, unless the metal composition is EXACTLY the same.
I am using the "Bullion Test" app for that.

Looking at the tissue test I say no again. Was this a 2 ply tissue? If so you really only want to use 1 ply of the tissue. You can separate them

Not ideal way to hold coin that way, and I think the best way is to bring it to a coin shop that has a Sigma metal detector, and ask if they would check it out.
It could be plated as suggested, and do the ping test to hear the difference, it should sound different.

Correct. tissue test will give a false positive for silver plated coins, but it is the fastest and easiest way to begin testing. Weight would help with confirmation.

Problem is it is a Philadelphia coin. Where would the planchet have come from? Philadelphia never struck any 40% silver coins. All of the 40% silver circulation halves were struck in Denver or San Francisco. Philadelphia never struck any. The only other 40% silver coins produced, (Bicentennials or 40% silver Ikes) were all struck in San Francisco. So Philly never had any 40% silver strip or planchets.
