Too low, the technical grading is side issue, the market grading should look at what would the market value this coin, and this is not a 65, the dings are I thin tolerance for 66 in my opinion, and the color is a plus.

Again, it's probably the luster holding it back. To hit 66 most coins have to "shine like a diamond in a goat's $#@".
