it appears to be the reverse of '38 variety

Fun find! It happens with Jefferson nickels that you still find pre-60's since that design is still circulating. I doubt they'll ever dry up. Not until a completely different 5 cent coin is in use.
There are billions still floating around with that profile of Thomas Jefferson on it.
Looks normal, definitely VF35 maybe not XF40.

The long rectangle of Monticello's front steps is bolder on the reverse of '38 than on the redeigned reverse that came a bit later. Fewer coins with the 1938 reverse exist than with the 1939 reverse, but still plenty enough that there's no premium of note for the '38 reverse.
