Another soak or two for a much longer than 10 minute duration would be my move in this case.

If you have any Verdi-Care try that first .If not give it a longer soak in Acetone and pass a couple of Q-tips over it while still submerged .

I sure think it helped, and now all the organic gunk and possible traces of any PVC are gone and will no longer cause further damage. Now to find som Verdi-Care or similar conserving material to see if it can help with the green, I have a good feeling Verdi-Care would do a number to that stuff and make the coin look so much better.

You could attempt a much longer soak, say 4 hours.

After the next soak while the coin is still wet try lightly rolling a q-tip over the surface. Don't press down, just lightly roll it.

Good call grape I was going to say the same thing, but forgot to include it. Since the coin has seen some light circulation there is no chance that you will damage it by following the gentle rolling of a cotton swab over the coin.

VERY gentle rolling that is. Because the stiff handle of a qtip might damage a coin when moved/scraped/drawn/dragged over the surface.

Usually long time soaking in Acetone has little effect but sure is worth a try.
