Hmm, I see cleaned/harshly cleaned, not tooled. Possibly because the heavier scratches are mostly isolated to the fields and not the devices they called it tooled? An attempt to smooth the surfaces maybe.

The acid in the horse manure caused the scratches that made this into a impaired proof! That must be it! I will take it off you hands before it does anymore harm.

Typical look for a Proof that was cleaned at one time with silver polish and a polish rag. Also similar to how silver surfaces look when a pencil eraser is used on them. Completely agree with the grade PCGS gave it.

This would be a good "buy it now" listing because there aren't too many people actively searching and purchasing ugly proof coins. The right person may not come around by the time the auction is closed.

Do you mean this is what PCGS meant by "tooled"?
