1970 S LMC RPM And Machine Doubling

@nyi, I think you have correctly diagnosed the MD on the date, but I agree with @ijn that the mintmark also has MD. This is because there are no RPMs listed for 1978-S cents (link below) and the doubling is the same width and direction in both places.

except that this coin is a '70 not a '78..
but I agree that this is MD on both the date and MM, however, there is an RPM that comes close to this one - not exactly though:

I don't know, but I would guess just before being put into service. That way they would be sure that a D wouldn't be sent to the wrong branch of the mint.

If the mint mark is done, by hand, after the device is struck how can it be "machine" doubled?

The coin does not have the mm added to it, it is punched into each die, at least through 1989 and then they were on the master die, from 1990 to present.

If the coins had the mintmark punched into the coin then the mintmark would be incuse. The punch used on the, thus all the mintmarks will be a match for that die. Thus if there is a RPM, then it would be on every coin struck with that die. So the incuse mark on the die, will leave a raised mintmark on the coin:
1970-S-LMC-RPM-And-Machine-Doubling
Post 1990 coins have the mintmarks on the design of their dies. Thus no more were to be punched into the dies after 1990. (well most of the time)
