AFAICT from their perspective you made a purchase and then did not pay. Everyone (including them) knows that the non-payment was for reasons outside of your control, but they might have thought you could pay anyway (some people in Russia manage, mostly by using foreign bank accounts).
I don't think it's honest to ban for so few unintentional cases of non-payment, but they might have been running on a two-strike system that you accidentally hit at once.

It's also possible that GC was one of the companies pulling out of Russia, and thus once they were officially aware you were from Russia they had no recourse but to block your account.

If it's the latter, your account would hopefully be unblocked after the end of the military operation (if it's not, please notify them).
If it's the former, I'm not sure what you could do; it's probably too late to fix, and you might have to contact them directly to ask if you could make another account (preferably also after the end of the military operation, as there might be sanctions issues involved).

I hope that you eventually manage to return to GC. I heard it's a great place.

EDIT: looking up their rules, I think the situation is that 1) you have to pay them back for the items (and some extra) to restore your account, and 2) they are probably not currently accepting payments from Russia.
If problem 2 resolves (i.e. after the end of the military operation), you might be able to restore your account, though you'll probably have to pay several times what you were planning to pay for the coins (possibly even more, depending on what kind of fees are used; I estimate between $100 and $20,000).

GC is a great place. For the short period that I used it, I was satisfied. I managed to get some coins there for my collection at a good price.

What items should I return ? I didn't get anything. I just couldn't pay and I was blocked

"GC's standard 12.5% buyer's fee (min $5) applies to this auction, discounted to 10% (min $5) if paid by Check, eCheck or Wire. All bids are in U.S. Dollars"-greatcollections.

I don't have that kind of money. Usually my purchases were in the range of +/- 100$.

You don't need to return anything, just actually pay them for the items you ordered. As far as they're concerned any nonpayment is your fault even if they're unable to deliver. Of course it appears that since they don't allow payments from Russia you can't actually pay.

I suspected so much. How expensive were the fixed-price coins? If they were in the $1-10 range it's possible that you'd need to pay less than $100.
Quote:
9. Payments by Bidder. We welcome payment by check, eCheck, money order, wire, Paypal, Visa, MasterCard, American Express and Discover (Credit Card/PayPal payments are limited for invoices under US$10,000 only). Payments are due within seven days of the auction end or your commit to purchase using Buy Now. If you are unable to make payment within seven days, please contact GreatCollections to try and make alternative arrangements. For new clients and/or large transactions, GreatCollections may request full or part payment by wire or hold shipments until payments can be verified. GreatCollections may also ask for industry and/or banking references. If GreatCollections cannot verify payment within seven days, GreatCollections reserves the right to cancel the transaction.

10. Non-Payment by Bidder. Bidders personally and unconditionally guarantee all payments that are or become owed to GreatCollections. In the event the Bidder/Buyer fails to make payment when due, GreatCollections reserves the right to rescind the sale or to resell the lots in another auction or private sale. Buyer agrees to pay for all costs associated with reselling the items, including the standard commission rates charged to Consignors by GreatCollections. Any shortfall will become immediately due to GreatCollections by Buyer, together with any attorney costs, collection fees and interest. Bidder grants GreatCollections the right to offset any sum due from any past, current, or future consignment or purchases that are in the possession or control of GreatCollections or any related company. All overdue invoices attract an interest charge of 1.5% per month until invoice is paid in full (unless this rate exceeds the maximum permissible by law, in which case any amount paid in excess will be applied to the principal). To the extent that the winning Bidder for any lot consists of more than one person or entity, each such person or entity is jointly and severally liable for all obligations of the Bidder, regardless of the title or capacity of such person or entity. There is a $30 fee for returned checks. GreatCollections reserves the right to assign its interest to any third party.
From the GC terms and conditions (emphasis mine).

By the looks of it there's probably a minimum fee that's probably going to be in high double to low triple digits, doubling in ~4 years; possibly other fees. Depending on how far up the chain it goes you might end up liable to four-digit amounts.

Why wasn't I informed about this. I bought coins "buy now" 2 pieces, both of them did not exceed $ 20.
I can't tell you the exact amount because I don't have access to the purchase history, and I didn't save the letter in the mail.
By the way, I wrote to them on July 26, they ignored me.

Until you can pay what you owe and a penalty, I think you are banned. And even then, they may keep you still banned. Its a consequence of buying an item and not being able to pay, even though no fault of your own.

I wrote to them again. If they had helped me and told me how they could unblock my account and not just say "no, it's impossible", I would have solved this problem long ago. Perhaps I can ask my friends from other countries to ask them to pay my debt.

This is a sad situation. I sympathize. I hope they can do something for you given the situation especially as the rep who commented on the thread said it had nothing to do with you living in Russia.

Until the debts are paid his account won't be reinstated. Even if he pays they might not reinstate. Slerk, I think you are done with great collections. Personally I don't believe it's your fault but you are stuck because of world affairs. Until you are allowed to pay great collections I would leave it alone, but that's me.

The problem is further complicated by the fact that the support does not tell me what to do. How can I fix the situation? They don't tell me anything. They write that you need to wait, but what to wait for?

Sorry, slerk, sounds like the folks at Great Collections don't care about individual customers. Really appalling situation you're in---they should've tried to work with you since all you wanted was your past purchase info. The least they could do is send you that info, but I guess GC just doesn't care to help out customers with problems.

After a while I wrote to them again, I tried again to find out if I could count on unlocking in the future, but they didn't really answer me. Very sad. Perhaps when the world event ends and the sanctions are lifted, something will change, but I don't believe in it anymore.

It seems that the same person answered me all the time and he just got tired of me.

They clearly told you why they can't sell coins to you. You don't want to accept that.

Until sanctions are lifted, the situation will not change.

Sorry to hear you're having trouble, slerk. Seems like you're getting a raw deal here. There are other platforms and avenues that you can still use to buy coins online in the future, hopefully you'll have better luck elsewhere.
