Luckily, what is below AMERICA is not what is known as "carbon spots", just staining -- And if it was, I would recommend not sending it to a TPG [if that is your intent].

 with all of them 63RB. an 09VDB needs to be at least 65RD to warrant grading costs

Agree with MS-63. The amount of color can be hard to judge from photos, but it looks RB to me.

i can see the RB and everyone else did also. either the original photos are not accurate as everyone put this coin at 63. you had the coin in hand and also called 63 or 64.
the original photos are showing blotchy surfaces on both sides, spotting on the obv fields and the carbon spots under AMERICA. cant see this at 65 using the photos presented. at best a 64RB. I think PCGS blew it again.

I think when I was looking at this one...I thought that it looked 65 but deducted because of the reverse spots? There are no major open field hits and the devices look unblemished...guess they looked past them or maybe they would have given him a 66 without the spots? Either way...I am ok with this grade. Here's a larger pic so you don't have to look up the cert number for the TV smat
