Maybe the edge of the collar die that has not just clashed with, but deeply damaged, both dies before this coin was struck?

The broken collar would have been why this off-center was able to be produced.

Thanks PP55- It seems the damage would have been beyond the area of the die, wouldn't it?

I have seen a lot of "off-centers" but don't remember seeing this anomaly. Wouldn't there be more of these seen if it is a cause of "off-center" strikes?

I believe it is an indentation which is called an external struck-through error, per Error-Ref

That mark is from the rim that was not struck up because it was not in the collar. So this is a collar mark from the dies gutter area.

The step down on the die, creates that mark on the off center coin:

You can see this slight type of mark on this quarter on both sides of the coin.

I'm curious why the impression stops so abruptly on the obverse? Thanks, Doug.

Sorry, I misspoke. This is what a rim Cud looks like when a planchet receives an off-center strike.

Great info, thanks for taking a look Mike.

Now I guess there is a chance, albeit a slim one, to determine the date by CudsonCoins listings and die markers.

I wonder if CudsonCoins would list something like a "No date rim Cud"? Maybe I'll shoot JC an email.
