Try the long acetone soak--at least that will eliminate some possibilities. The coin didn't leave the striking chamber in that condition.

What did you try to clean it with? Did you try paint stripper?

seem to be some glue.. Do you try to soak in alcohol? or acetone pure buy not too long?

I don't think solder would come off that cleanly. My guess would be silver paint. Which might or might not come off in acetone.

UPDATE**** # minute soak in acetone and the silver mrkings did not come off. Could it be the clad plating is failing?

No it cannot be, Reason is that a 1946 cent is all copper - not clad like dimes or quarters, or plated like 1982 and later cent coins.

How long did you soak it for? a minute?
Let it soak over night - pure acetone will not harm a coin. just don't rub it dry, air dry is the way to go there.

at this point your coin could be considered damaged, so, looking at the obverse, it appears like a part of this silver stuff is pealing up just above and to the right of the 9 in the date.

Can you try to carefully peal up that loose part and see how the copper looks underneath?

I let it soak for 3 minutes. I try a longer soak. When you run your finger over it there is no edge felt at all in between the copper and silver markings.

ok thanks for checking on the edge of that. but, yes, a much longer soak may be appropriate here - long enough to possibly soften it up (if possible)
When I soak I usually leave it alone for 8 hours or longer in a class jar covered with foil to prevent evaporation.

Soaking it will not change the fact that its just a damaged coin. Considered a cull at this point

It's a damaged common date penny of negligible value, so there's no harm in experimenting. Three minutes in acetone is meaningless -- a couple of days is more likely to get you results

Could be also some Mercury amalgam on the coin. In that time peoples play a lot with liquid mercury.

The coin has surface foreign material, I can see the borders and some are raised and some parts was peel off.
