People plate all kinds of stuff with all kinds of metals. From a numismatic point of view, they are damaged and worthless.

I highly doubt it's an actual gold plate... most likely some gold-appearing substance.

There are replated cents that are gold plated or colorized out there, generally these are just sold as novelties that appeal to some collectors so long as they understand they are not investment pieces and the coin loses its numismatic value such as for grading purposes. They can still sell above face value due to the novelty sometimes actually, such as when they were plating State Quarters back in the day or when collectible type coins are plated to highlight the design and then sell for a higher value. What the others are saying is that once you plate a coin you wont be able to have it evaluated for its condition. Some coins for example may normally be around a MS-65 condition before it starts having added value, sometimes even MS-67 or MS-68 before it might be worth thinking about grading for value purposes. Once plated this is not possible and only the novelty remains as mentioned.

Interesting story on gold plated coins.
My sister's ex-husband's dad worked at a local circuit board factory, where he dipped the circuit boards in gold to plate the metal. He used to dip his quarters and other coins in the gold.
He would use the dipped coins as a tip at grocery stores and such because he liked the reactions from people. I still have one of the quarters from those days.
