Please tell us what you are seeing as a possible error. I am seeing a substance/gunk on the coin if that is what you are referring to.

i don't really know if it's an error but it's not sitting on the surface of the coin its embedded in it. As one person replied "it's damage" I was wondering if this type of damage is at Minting or afterward. Thx:)

Otherwise, I still say it appears to be damage, and to answer your question, the type of damage, such as a foreign substance on the coin as most believe, would be Post Mint Damage ( PMD) ... "Post" meaning "After" minting... and not an error.

it appears that there may be glue of other substance on the coin.
A good acetone soak may soften it up and be removed easily.
