They are incuse, I have one in hand here. The only raised letters on this design are the designer's initials DE.

Ii hate the Eleanor quarter. The incuse design fools a lot of people. Myself included on one occasion.
Just a reminder incuse doubling is the opposite of raised doubling. The doubling makes the affected letters/numbers smaller.
