Weight would definitely help here...
They do appear to be split planchets, as Tunnioc stated.

Very nice! It's always nice to see BOTH halves of a split planchet. I haven't seen one 'in hand' but I see a few (very few) on Heritage and other auction sites.

Several asked about weight. Obverse side = 1.49 grams, Reverse side = 1.66 grams
