Heavily cleaned, sanded/heavily worn down, and scratched. It's a details coin. PMD. Errers and Varietys.

My guess would be that someone was making a love token out of it.
Although the graffiti on the reverse might suggest vandalism due to boredom.

It's interesting to see what the queen looks like when you belt sand the face off her, but there's no collectible value here.
