BTW, it's perhaps an oddity of US coinage that we MOSTLY define them by the portrait or icons and less by the words.

This is generally called a Washington quarter, since by law, all US coins must have the word LIBERTY.

Thanks everyone for your comments and help.
Much appreciated.
I have now soaked in acetone for 24 hrs.
My view looking at the coin is that it is a flaw in the metal and not anything on top or a stain.
I might be wrong!
Here are further pictures after acetone bath.
Thanks

99% sure it is a stain. The rim is very thick and it may seem to be part of coin, find someone with a microscope, you will see the ridge.

When I say the rim is very thick, it is the rim of the stain.

Those pictures are great, now I am more confused than before. I can understand your thought of ridge being incused. Need others to give opinions.

sure looks like a stain to me. Metal like this does have microscopic pores that junk can get into and not able to get cleaned off after it 'sets' in.

Is it possible to get a closer pic to show the grooves of the area? Id like to see the metal is folding or imprinted or something
