JBuck, I am simply here on request from the coins original owner. He did not like the answers he received from the professionals on NGCs forum and, for whatever reason, stated for me to come here and "talk about it". My work is closely tied to NGC so I will likely stick to only using their forums but I appreciate the welcoming albeit weird circumstances. He is still allowed to comment there, he just simply chooses not to as he has been discredited by quite a few specialists, some with far higher degrees than me in regards to organometallics than me so not all too sure why I was singled out but here I am at his request.

Thanks, Fnlizr14 for your comments. The grading companies do make mistakes and people will disagree on the grade opinion. I have a 1993 silver libertad in an NGC labeled as a 2010 LOL.

Why still go on about it ? The
coin sold then resold for more .
The first owner and second owner
both hit home runs on this.
First seller clearly should have
done more if they felt PCGS got it
wrong and resubmitted the coin.
I am no fan of PCGS as I feel that
value for money is not there.
As to conservation and NCS too much
Money for , conservations most
knowledgeable numismatists can
achieve on their own.

I am the person that submitted the coin to Heritage Holland.

When the coin returned with a designation of "Altered Surfaces," I was happy it was considered genuine but disappointed it did not grade. I began emailing both companies (Heritage and PCGS) to understand the reasoning behind that grade.

This was send to Heritage Holland on 08/12/2022 .(TRANSLATED FROM DUTCH)

I am indeed very glad that the coin is in a slab and that it is authentic.
However, I would like to know why they specifically slabbed the coin as UNC. There is always a reason for this, and it is provided after grading. Is there any PVC present on the coin? In the past, coins were sometimes lacquered to prevent toning. This could also be the case here.
Could you find out the exact reason? It only states "altered surf," but I do not have the real reason.

Since I wasn't the original submitter, I also didn't receive any relevant feedback from PCGS.

I accepted this outcome and assumed nothing more could be done. The coin eventually sold for $144,000.
Later in 2025, I saw the same coin reappear—this time graded PR63, which was my original predicted grade. It then sold for $192,000—a $48,000 increase.

I contacted Heritage and PCGS.

• Heritage explained that the complaint period had expired and directed me to follow up directly with PCGS."

• PCGS suggested the coin may have been dipped voiding the grade guarantee."

For the record, I am not looking to discredit or accuse anyone, but I do believe this case deserves to be handled fairly and transparently.

This is my personal experience and opinion based on the documentation I have. I'm simply seeking clarity, fairness, and to better understand if others have had similar experiences."

This coin was first examined by Heritage Holland, then sent to Heritage in Dallas where it was reviewed by their specialists and experts. After that, it was looked at again by multiple graders at PCGS.

So why would no one inform me about a simple dip, if it was that obvious? Not even after I asked multiple times.

Please tell me why they would not do that?

This person was sent to muddy the waters. There is no difference between these two coins. Don't believe your lying eyes - right?

PCGS got lazy and comfortable in their dominion. Their regrading of the same coin from 'Altered Surfaces PR60' to PR63 is a tacit admission of incompetence or worse. Their inability to at least acknowledge they can make mistakes is telling. Their industry needs to be regulated and they should be required to provide quality control documentation for their grading, particularly of coin of this stature.

If I was the original owner I'd be upset. With such a rare coin you'd think PCGS could have checked their database to see it had been submitted before and given a reason why the grade was changed. If it had some conservation done then who did it? I looked at the pics of both grades, could not see any significant difference, could just be the lighting when the photographs were taken, my opinion. At the very least the original owner deserved better explanations from Heritage and PCGS.

I pulled up both certs from PCGS. This claim of seeing plastics on the lower Eagle is hogwash. Most likely dipped with the new grade but altered surfaces / details is bunk.

I had a somewhat similar experience when I sold my Draped Bust Half Dime, albeit with a better outcome.
When it was first sent for grading by GC, NGC said it had altered surfaces. Then it was decided to try PCGS who gave it "damaged" assessment. Either way, I was reasonably happy with the sale outcome.
