This is an interesting piece. Neither of the holes, our directly in the center of the coin, though.
It kind of reminds me of flat buttons, from that period, I found metal detecting.
If it was a button, I don't know why it would be carved so ornately around the rim.
Words of encouragement are one of the major food groups.

Another possibility might be a kids toy.
String run through both holes and then it spins as the strings are pulled.
I think they are called twizzlers(?)
Words of encouragement are one of the major food groups.
