This one might have been cleaned, but if it was, it happened before 1956. This coin spent at least 64 years, probably longer, in an album, which accounts for the toning.

I'm with Adam on this one on a cleaning. they either nailed it for a cleaning or for the scratches which I believe are too deep for just contact scratches

I really wanted a nice example of this date but eventually settled for a VF-20. My coin has worse scratches but still straight-graded at NGC. Your coin looks at least AU-53 for detail and is very attractive. If flagged as a problem coin I'd expect it is because of cleaning rather than scratches. A fair compromise might be to net-grade a little to AU-50.

This coin was probably cleaned, but I can vouch that it must have happened before 1956. The scratches don't look so bad in hand, but it does seem that PCGS netgraded this coin a little.

If those were bag marks, would that be noted normally on a slabbed coin? I presume it would have happened here if it was gonig to, so I guess not.
Beautiful coin regardless.
