The PGR is Mexico's Department of Justice. SEEDO is the division responsible for combating organized crime, which in Mexico primarily means the drug cartels.
Presumably, the cash is from a drug cartel raid.

I find it interesting that the vast majority of the drug money is American. They only had enough Mexican Pesos to buy a couple cases of Corona. This is a great illustration of how the U.S. is the problem, by fueling this drug trade. If it wasn't for the U.S. who would they be running drugs to? The Netherlands?

Aren't we glad that big denomination notes don't exist today? Makes the life of drug busters more difficult if there was a 10,000 note. Makes the pile look a lot smaller.
