NGC probably has the ability to fabricate slab inserts based on the diameter of a coin. As for that error getting out of the Mint, it was probably found in an old mint bag(discontinued circa 2000). Since the discontinuation of mint bags, errors such as that have been even rarer.

Conder I guess I dont disagree but I dont know if an error like this needs a grade because I doubt that it would ever cirulate

That is spectacular! I wish I could afford to collect coins like that. At least I can look at wonderful pictures like yours.

Please keep in mind that some of these errors may be coming out of the "cull" pile at the mint. Not many significant errors get out of the mint via the front door anymore.... Sincerely, John Leckrone
