I don't have any test acid or anything, My coin scale needs batteries, but I'm sure it is, at least, some kind of metal

yeah well the Double eagle is 34mm diameter right? this thing is more in the neighborhood of 8 or 9mm

you are bound to lose detail dropping to near 25% of original size

It's a gold miniature; I believe the usual fineness for these is 8k. Do a forum search and you'll find several more examples, like the one in this thread that's been taped onto a souvenir card.

It seems to me it all started with the Mexican Gold Peso fantasy/wedding coins... now many gold coins are represented in these miniatures. Most moderns I see are just gold plated and should be marked if over 8kt.
