This coin was printed on a day when the press was to hot, giving it a melting appearents. But I have never sean one this bad. The one you found Is worth a lot.

As others have indicated, this is a "dryer cent". It tumbled around the fins of an industrial dryer for a prolonged period of time.
Error coin writer and researcher.

Uh no, not even close. Nothing melts when coins are struck and this one is only worth what is on the reverse- it is a damaged coin and not an error.

Look closer, the rim is pretty messed up and the diameter has been narrowed. Notice that the metal has begun to fold over the peripheral devices- that is a sure sign of dryer damage. The profound flattening of the devices is another indicator of a Dryer Coin.

If the diameter is narrowed.... that along with the damage just inside the rim... is consistent with dryer damage. See this similar post from a few days ago:
