I think it might be a MAP(miss aligned planchet). In my opinion it's not off enough to have a premium though, John1

I agree it looks off centered. A MAD will be struck in the collar and have reeding. An off centered strike is struck out of collar and will not have reeding. This coin appears to not have the reeded edge.

Looks like an off center to me. If it were a mad the reverse would be normal. But both sides are off center. How does the edge look? Reeding present? If it not it could be an out of collar strike?

I would call it an uncentered broadstrike since the only part of the design that appears to be off the planchet might be the foot of the 4.

It is on the edge between uncentered broadstrike and off center. Only the bottom part of the 4 is missing on the obverse but all of the reverse detail is present so I am inclined to agree with Conder and call it an uncentered broadstruck error. Since it has been circulated, a value of ~$10 would be appropriate.
Broadstruck and off center errors both involve a malfunction of the collar with neither having reeding. A broadstruck error will have full or almost full detail and can be either centered or uncentered. An off center error will always be missing detail on both sides, dated examples with the highest degree of off-centeredness are worth the most.
