I'm brand new to the world of collecting, so I'm not 100% sure. The certificate of authenticity says 8.33% nickel / balance copper, so I'm assuming this is clad.
does the toning damage the coin or decrease it's value in anyway?

Looks like gold plated coins....not worth much actually worthless for collectors. Pretty though....been there done that.

@JoesterVT -- Way back when the Statehood Quarters came out, I deposited every one that came across my palms into a large plastic container. The container held a million Costco cashews at one point and seemed like a good enough place to store quarters to me. At the time it never occurred to me that over time, the plastic container could affect the coins. Fast forward 15 years to me going through the container searching for some nice examples and I discovered that many of them (at least 25%) had a distinct yellow tone like the one you posted. I can only surmise that the container reacted with the coins somehow. Why did it not tone all of them? I don't know. I just hope my insides aren't toned yellow from eating funky cashews. I've also come across more than a few of these in circulation and rolls.

Welcome to the wonderful world of toning.
Some like it
Some hate it
and there is a ton or different opinions on lowering or raising the value, or grading on said coins.

Actually if you google it there is information on the gold tinted quarters if you have all 56 State Quarters that are tinted gold on ebay they sell for $90 dollars also a lot of coin collectors buy them I have 5 of them and took them in to a coin shop the guy offered me 10 dollars each he was a coin collector sadly it was a good deal but I had to decline because who knows they might be worth more in the future but its defiantly not smoke resin they are made that way if I were you I would keep them for awhile maybe even keep passing them on through your family.

This sounds like toning to me, an undesirable reaction. I've had these quarters in my collection and when I saw the golden hues I just spent them. Toning is garbage to me. I have actually seen this type of toning from a roll of bank wrapped Vermont quarters.

Idk why anyone resurrected this but I have a bunch of State Quarters from original mint packaging and kept them in a little black back I recently went through them and there where a few gold toned quarters in there. Honestly the only value is what someone will pay . Some people like toned some people don't. And I don't know why he had pictures of the proofs too but he hasn't been on since 2011 we will never know his train of thought

I have 18 gold plated quarters I traded a 1964 silver quarter for them. the guy I got them from bought them from a TV shopping channel. I figured they were at least worth face and I got more than melt for my quarter.
