This is an example of PMD (post mint damage). Your quarter has probably been lying on the ground in a parking lot and gotten run over by several cars. Not an error coin. Worth 25c.

Damage to a coin are not errors. An error can only occur during the striking of the coin.
Anything that happens after it is struck such as in your case is considered damage.
Still worth 25 cents thoigh.
