Each coin is individually placed in a plastic bag, then the bags are stapled together. Do you have one like this in your hoard? cptbilly Pillar of the Community United States 2069 Posts	Posted Yesterday 7:27 pm 1953, 1954, 1955 Proof Set Packaging Examples: 1953: Staple rust residue visible on the "sleeves"; the Half was sent off for grading 1954: 1955: The materials used for the coin "sleeves" in 1955 caused nasty tarnishing The above proof sets were inherited. . .I would guess 1955 sets that were moved to alternative holders, e.g., Capital Plastics, shortly after receipt have fared better than the example I have. . .1955 sets were also issued in "flat packs"; from the photos I've seen of the '55 flat pack listings on ebay, the condition of those sets is much better.
