I agree with above. PMD. Worth 10 cents. If it was Broadstruck, it wouldn't have its collar and would expand in size. https://www.error-ref.com/broadstrikes/

This is a very damaged, and it looks intentional (both a hammer and a palm sander can do a lot of damage to coins.)
