Looks like it needs a bit more cleaning (I couldnt make out so much). I think a gentle brush with a toothbrush and distilled water should bring up the legend enough for an ID. ITs odd though, I cant see much that I recognise (NOB CAESS at the end, perhaps?)

I think it has a odd engraving style to it. So, I think it might be a barb. Yes, it needs to be cleaned.

I agree I can jusy barely make out the legend. It looks like it might be: FLA LICINIVS NOB CAES?

I think its probably RIC VII Rome 133, a Licinius II:

LICINIVS IVN NOB CAES
IOVI CONSERVATORI
Mintmark RT, T in wreath in left field

Not found another example to post as yet, sorry.
