I dont think it is damage. Rim Cud maybe? Cant be a collar break because there is no evidence on the edge of the coin...least thats how I understand it.

I think it could be EF. Looks like a rim Cud. Perhaps a Grease Filled Die is causing the weak liberty and N in united.

Pretty close to EF40 I'd go VF30 due to the pitting or roughness around the face and field in front of face. This example has really nice rim Cuds, a later die state where the die begins to crumble. Once those Cuds reach into the design, usually from other die cracks, pieces of the die fall out creating a void, and leaving the Cud or chunk or blob of metal. When this happens it cost big money for them.

Here is an ebay auction currently on that has a great advanced rim Cud. It's grade is only Good and the price? $295.00.
