2001-P Vermont State Quarter Reverse Question

I have been perplexed by this coin for a week and a half now. While glassing coins in the past I have ran across many MS and AU coins that have portions of the field that look quite different. I am not sure what it is but just guessing I would say it is over polished portions of the die. These spots are very shiny and would be proof-like but normally they are not perfectly smooth. I'm sure you know what I am talking about. I have a 2001-P Vermont Quarter that the reverse looks slightly similar but not the same. I do not know what is going on. The places of question look like clash marks in that each area is a different elevation, but I can't make a die clash work with the pattern. It would definitely have to be a rotated clash and still it doesn't look right. I have 2 sets of pics. One regular and one with lines showing what I am talking about. Thanks to all!

I have found the same on the front. Is there a die break under the LI on the obverse?

There is a die crack on the bottom of the bust, but nothing going on under LI.
