It appears to be zoell R61c,,,, but this one also has leave doubling, and re cut on the 9 as well as the 3&8, and doubling of "1" in cent at the top.
Not mentioned in the zoell books.

Good eye... close, but not quite... ie. an uncatalogued variety.

I guess I should not tell you that I lived out 'west' for 11 years.... 4 years in Victoria and 7 years in Sherwood Park (hence, Sherwood Park Pennies)...  I had scoured coin shops and shows for these varieties all over Alberta... but it has been 5 years since I moved to Ottawa, so you might have a fighting chance!!
