Nice doubling prior to being de gunked.. Not sure if it has what could be an extra bud or not?

It appears to be zoell R61c,,,, but this one also has leave doubling, and re cut on the 9 as well as the 3&8, and doubling of "1" in cent at the top.
Not mentioned in the zoell books.

Good eye... close, but not quite... ie. an uncatalogued variety.

1938 is a tougher year to find doubling on the date... here is my 1938 -

I guess I should not tell you that I lived out 'west' for 11 years.... 4 years in Victoria and 7 years in Sherwood Park (hence, Sherwood Park Pennies)...



I had scoured coin shops and shows for these varieties all over Alberta... but it has been 5 years since I moved to Ottawa, so you might have a fighting chance!!
