Apameia, Phrygia, "pseudo-autonomous issue" - by which it is meant that the Roman Emperor of the day isn't pictured or named on the coin. The name of the city in Greek, APAMEWN, is around the wheat bundle. Obverse is "Boule", the personification of the local city council. Couldn't find an exact match on Wildwinds or CoinArchives, but this one from Wildwinds is a Vespasian bronze from the city showing the same five-stalk wheat bundle:
