Usually these are much more cruder than this one is. I think it's just a cruder looking official issue.

The mule of an VRBS ROMA obverse and Victory (usually with CONSTANTINOPOLIS) reverse makes it likely it is an imitation. For much more about "imitations" and "barbarous imitations," see
