Coin struck in the nickel alloy. Weakness of strike can be expected. Actually I find that coin rather well struck. And of course there will often be bag marks.
I also see remnants of a die clash on both sides.
UNC is not out of the realm of possibility. If so, the price is low; causes one to pause.
I see the usual "signs of circulation" on the obverse, which is why with images of this quality I stick to the reverse of a 3CN to determine whether it's circulated. More specifically - like issues with similar design - I look to the upper parts of the wreath and the bow where weak strike and wear both manifest first.
I see nicks maybe associated with postmint handling, but no wear on the reverse. If the reverse didn't wear, the obverse didn't either.
