OP has the obv. photo out of 2x2. but rev photo is in 2x2.
cellophane shows too many scratches and marks on reverse.
from what I see ; VF-30

Obverse XF45. Reverse weakly struck VF35. If the scratches are on the coin it may be considered for a details grade for PMD
