For some reason, the 4 diamonds don't look pronounced. In hand, they scream at you.

I ain't so sure it's circulated - I expect a different character of reflection off the feather tips and highest points of the wreath from a circulated coin. Not that I'm sure it's Mint State, but there's doubt in my mind.
