A bit washed out to see much detail; I'd have to assume the worst, and call it VF.

I can't venture a valid opinion for this coin type, but it does look like the rim has significant wear on both sides. For most modern coins grading EF or better I would expect sharper detail at the denticles so maybe VF is appropriate.

Is this a particularly scarce coin?
