Mint marks were added to working dies by hand until 1989. Their target area was below the date and to the right of the bust, so they could be almost anywhere, or upside-down, or sideways.

Mint mark locations varied, so it wouldn't be perfect every time.

Lets say the MM was in zone 7 at the top. Lets say it was touching the 9 or the 6,or even on top of a number,would that still be considered normal?
